This large organization had operations spread over a twenty thousand square mile area.  They had not developed a centralized way to plan and coordinate the efforts of the various functional areas.

There is lots of organization resistance to giving up control over one's own circumstances, particularly when there is a lot of distance to headquarters.. The key is how to overcome resistance when the stakes are high.
