This Southern California Water Utility had contentious relationships among its employee and with management. The District's new General manager wanted to lead the District in new directions, taking advantage of changes in the environment. Employees are customarily concerned about the day to day events of the organization. The challenge here is to get them involved and thereby committed to longer range, overarching goals and values of the organization. Bad relations between the previous management and labor organizations had caused a serious deterioration of trust. Taylor-Nelson first helped do an organization wide assessment of organization strengths, weaknesses, threats and opportunities. They then helped set up a partnership between representatives of the employees and management. Together the partnership planned a Futures Search conference whereby all key stakeholders participated in day-long strategic planning events. The partnership is now in its sixth year.
